A household whose income is earned abroad cannot obtain an ordinary ISEE, the Italian household income measure, so Tor Vergata offers two routes. Route one is the flat fee: you declare nothing and pay a fixed amount for the year. The handbook sets 2,500 euro for seven programmes taught in English: MSc Business Administration, MSc Finance and Banking, BSc Business Administration and Economics, MSc European Economy and Business Law, MSc Economics, and the single cycle degrees in Pharmacy and in Medicine and Surgery. It sets 4,500 euro for the BA in Global Governance. It sets 1,000 euro for every other degree course. A 500 euro rate exists, but only for the countries named in MUR Decree No. 176 of 24 February 2026, and Pakistan is on neither that list nor the older one on the English fees page. The handbook prints Global Governance twice. Point C(a) names eight programmes at 2,500 euro for first year intakes from 2020/2021 onwards, Global Governance among them. Point D sets 4,500 euro for Global Governance, for first year intakes from 2025/2026. Point D governs a new entrant, because it is written for that one degree and it names the later cohort: a student whose first year is 2026/2027 pays 4,500 euro on Global Governance and not 2,500 euro. The university's English fees page prints the same split: seven programmes at 2,500 euro, Global Governance on its own at 4,500 euro. Add 156 euro to every flat fee. That is a Lazio regional tax of 140 euro plus 16 euro stamp duty, which the university adds to the flat fee. So the year is 1,156 euro on most degrees, 2,656 euro on the seven named programmes, and 4,656 euro on Global Governance. Route two is to declare the income. You must obtain an ISEE-Universita Parificato, also called the Scheda Raccolta Dati. Any CAF tax assistance centre in Italy can issue it, and the university runs its own at applynow.uniroma2.it. The fee then runs from a minimum of 156 euro up to the maximum for your programme. Papers for every household member must be legalised and translated into Italian, with amounts converted into euro. The deadline is 15 December 2026, then 150 euro up to 14 March 2027, 200 euro up to 31 May 2027, and nothing after. One rule closes this route for many families: the handbook states that equivalent ISEE certifications showing an amount of zero will not be accepted, and the flat tax is applied instead. Now the published range. The annual all inclusive contribution is set by the programme's contribution class and by household ISEE-Universita. The handbook lists six classes plus a separate line for Global Governance, each with three rates. Under ordinary taxation the contribution runs from 0 euro up to a ceiling of 2,270 in class 1, 3,100 in class 2, 3,600 in class 3, 4,250 in class 4, 5,250 in class 5, 7,250 in class 6, and 9,000 for Global Governance. A student who falls behind on credits moves to the higher rate and then to the maximum rate, where those same seven ceilings become 2,932, 3,895, 4,445, 5,210, 6,105, 8,255 and 10,100 euro. 10,100 euro is the highest contribution the university prints anywhere, and the two ends of the range are not measured the same way. The 156 euro is a total payable: it is the regional tax and the stamp duty, with a contribution of zero underneath. The 10,100 euro is a contribution only, and the 156 euro is still to be added to it. So the bottom of the range is everything a student pays, and the top is not. The handbook says twice that the 156 euro is due in any case, including where the contribution is zero, which is why the range starts at 156 euro and not at 0. The no tax area sets the contribution to zero where household ISEE-Universita is 26,000 euro or less. A first year student need only meet the income condition. Between 26,000 and 28,000 euro the contribution is discounted 60 per cent, between 28,001 and 30,000 euro by 55 per cent, and above 30,000 euro not at all. Payment is in two instalments: the first is 156 euro under ordinary taxation, 356 euro under higher taxation and 488 euro under maximum taxation, due at enrolment or by 6 November 2026, with 50 euro late fee up to 31 December 2026 and 100 euro after. The second is half by 31 March 2027 and half by 31 May 2027. Every figure above is from the Student Handbook 2026/2027, the later document where the English fee pages disagree.
