There is no national list of Italian universities that accept MOI
No Italian ministry publishes a list of which universities accept a Medium of Instruction letter or the Duolingo English Test. The question is answerable, but one programme at a time, from each university's own admissions page.

The answer, and why it is unsatisfying
There is no central register. No Italian ministry or national body publishes a list of institutions that accept a Medium of Instruction letter, and none publishes one for the Duolingo English Test either.
That is not a gap in our research. We went looking for it, and the finding is that it does not exist.
Any page that gives you a percentage here is quoting another page that quoted another page. Follow those citations far enough and they end at a consultancy blog with nothing underneath it.
What is known
The standard entry level is CEFR B2 for most programmes, whether they are taught in Italian or in English.
The certificates commonly accepted are IELTS Academic, TOEFL iBT, Cambridge B2 and C1, the Duolingo English Test, and in many cases the university's own internal test.
Medium of Instruction waivers do exist, and they are more common at Master's level. They are decided per programme, which is the part that makes a national list impossible rather than merely missing.
Duolingo, named rather than counted
Duolingo's own 2026 material names the University of Pisa, Luiss and Rome Business School as Italian institutions accepting the Duolingo English Test.
We can report those three because Duolingo names them. We cannot turn three named institutions into a proportion of Italian universities, and we are not going to.
If your target university is not one of the three, that tells you nothing either way. It tells you to go and check.
How to check your own programme in ten minutes
Open the programme page on the university's own site, not a portal and not an agency page. Find the admission requirements section, which is often headed requisiti di accesso or entry requirements.
Look for the language requirement and read what it accepts, not what it recommends. Where a Medium of Instruction letter is accepted, the page usually names the condition: that the whole degree was taught and examined in English.
If the page is ambiguous, email the programme's admissions contact and keep the reply. A written answer from the institution is worth more than any list, including one we might publish.

We are assembling the requirement one programme at a time, with each row linking to the university's own page and carrying the date we last opened it.
It ships partial and it says how partial. Rows we have not verified are visibly unverified rather than quietly filled in.
A partial table with live source links is more useful than a complete table nobody can check. It is also the one thing a consultancy with a Facebook page cannot copy, because it takes reading rather than writing.
