The DSU grant is decided on paperwork, not on marks

What the grant actually pays

A fuori sede student, meaning one who moves away from home to study, receives roughly €6,806 to €7,015 in cash per year. On top of the cash comes a full tuition waiver, a reimbursement of the regional student tax of about €140 to €160, two free meals a day, and a room in a studentato where the agency has one.

That package is larger than most of the awards this category writes about. It is also the least explained. Competitors reduce it to a single figure and stop, which hides the part that decides whether you get it.

The grant is regional. There is no national DSU. Which agency you apply to depends on where your university sits: ER.GO in Emilia-Romagna, DSU Toscana in Tuscany, EDISU in Piemonte, DiSCo in Lazio. Each publishes its own call with its own dates.

Two numbers decide the first year

For 2025/26 the ISEE ceiling was €27,947.79 and the ISPE ceiling was €60,756.06. ISEE is an assessed measure of household income. ISPE is the parallel measure for household assets.

In the first year the assessment is economic only. Marks do not enter it. From the second year onwards the agency also checks that you have earned enough CFU, the Italian credit unit, to stay eligible.

Non-EU students apply on equal terms. We found no nationality quota in any of the official calls we read.

The chain a Pakistani family has to build

An Italian family declares its ISEE at a local tax assistance centre in an afternoon. A Pakistani family cannot, because the underlying documents were not issued in Italy and mean nothing to the agency until they are legalised.

The income and property documents have to be legalised through the Ministry of Foreign Affairs in Pakistan and then through the Italian Embassy. Each one then needs a certified Italian translation. Family composition is evidenced by a NADRA Family Registration Certificate, which goes through the same chain.

You also need a Codice Fiscale, the Italian tax number, and in most regions an ISEE Parificato, which is the equivalent ISEE calculated in Italy from those legalised foreign documents. The Parificato is issued by a CAF office in Italy, which is why it cannot be the last thing you think about.

None of these steps is difficult on its own. All of them run on other people's timetables, and they run in sequence, because the CAF office cannot calculate anything until the translations exist and the translations cannot be certified until the legalisation is done.

When the window opens, and why that is the wrong question

For 2026/27 the calls opened in mid July and closed on 30 September 2026. The University of Milan and ER.GO both ran 10 July to 30 September 2026. Dates vary by region, so the only date that binds you is the one in your region's own call.

The application itself is short. The chain behind it is not, and it is the chain that decides whether you can apply at all.

We cannot tell you how long the legalisation takes. Neither the Ministry of Foreign Affairs nor the Italian Embassy in Islamabad publishes a processing time, and every week count in circulation was written by someone with no visibility of the queue. What we can tell you is the order the steps have to happen in, which is above.

The room is part of the award

Studentato housing runs about €250 to €450 a month including utilities, and low ISEE students are prioritised for it. Set that against the private market: the national average for a single student room is €613 a month, and in Milan it is €732.

In Milan and Bologna the shortage is real. Analyses through 2025 and 2026 advise starting a search three to four months ahead and warn about rental fraud in listings aimed at incoming students.

So the housing element is often worth more than it looks on the page. A studentato place is not only cheaper, it removes the search.
