CIMEA or Declaration of Value: ask the university, not the internet
Two different documents prove that your Pakistani degree is what you say it is, and either one can satisfy the requirement. The Italian institution decides which it accepts, and it has to tell you in writing.

The rule, in one sentence
You need either a CIMEA Statement of Comparability with Verification, or a Declaration of Value in loco issued by the Italian Embassy. The institution you applied to states which of the two it requires, and it states it in writing.
That is the whole rule. Everything else in this article follows from it, including the advice to stop reading and go and ask.

What each document is
A Statement of Comparability is issued by CIMEA, the Italian information centre on academic mobility. It says what your qualification is comparable to in the Italian system. Paired with a Verification, it also confirms that the awarding institution issued it.
A Declaration of Value in loco is issued by the Italian diplomatic mission in the country where you studied, so for a Pakistani degree that is the Embassy in Islamabad. It describes the qualification, the institution, and its standing in the local system.
They do the same job for the reader on the other end. They are produced by different bodies, on different timetables, and at different costs.

The mistake that costs a cycle
Applicants order the wrong document, or order both to be safe, and find out which was actually needed after the pre-enrolment window has closed.
Ordering both is not a safe hedge. It is two sets of fees and two waits, and it still does not answer the question, because the answer belongs to the university and not to you.
The fix is unglamorous. Email the international admissions office of the specific programme, ask which of the two they accept, and keep the reply.
Where it sits in the visa file
The recognition document is one item in a longer set. The embassy checklist also asks for the validated Universitaly application, the admission letter, apostilled and translated academic documents, a language certificate at B2, proof of accommodation, a flight reservation, your CNIC and a NADRA Family Registration Certificate, bank statements, tax returns and any sponsor documents.
Pre-enrolment runs through Universitaly, and for a non-EU student seeking a visa it is the only accepted route. One application per academic year, for one programme, at one university.
That last constraint is the reason the recognition question cannot wait. You get one pre-enrolment, so the document has to match the university you spent it on.

Why there is no timeline here
We do not publish how long either document takes, because neither CIMEA nor the Embassy publishes a figure and we are not going to estimate one.
The week counts in circulation come from consultancy pages that quote each other. Families book flights and defer semesters against those numbers, which is exactly why an invented one is worse than none.
What is publishable is the order of operations: ask the university first, order the one they name, and start before the pre-enrolment window closes on 30 September for the current cycle.

Is a Declaration of Value better than a CIMEA statement?
Neither is better. They satisfy the same requirement and the institution decides which one it will accept, so the only useful answer comes from your university's admissions office.
Should I order both to be safe?
No. It doubles the cost and the wait without answering the question, because the requirement is set by the institution and not by the document.
How long does a CIMEA Statement of Comparability take?
CIMEA does not publish a processing time, so we do not print one. Start as soon as your university confirms which document it needs.
Can I pre-enrol on Universitaly for more than one university?
No. Non-EU students seeking a visa get one Universitaly application per academic year, for one programme at one university.
